Is it true that a legitimate copy of Vista is locked to the 1st PC you install it on? So if you, for example, get a new CPU and GFX card would you have to buy a new copy of windows? Are they trying to lose customers on purpose?

No - not true, you can reinstall it onto a new box merrily (and legally)
It is true in the case of OEM licences, ie they are tied to that PC.
MS use the motherboard as the component that defines the identity of the PC, not RAM, CPU or disks etc.
It's always been like this since Windows 95 at least.

That said, I've found XP has a habit of deciding that you've changed too much of you hardware and so must reactivate.

Just phone em up with the number that appears on the screen if the internet activation fails, done that a couple of times

but what happens when you update? wouldn't there be issues when connecting to the M$ server?

If MS activate you over the phone, you will be fine from then on
You'll only have problems downloading updates if you are using a cracked copy, keygenned licence number, or one of the leaked volume licence keys that MS have revoked, ie - the ones you can buy on ebay

A corporate lisence is also valid to use on your home pc as long as you work for the company - according to our legal department
Ive never bought an OS ever....
I use Ubuntu at Work and Windows XP on Corporate Key at home
