well when i go to lauch css from steam or the icon it come up with the prapering to launch box then when that goes nothing happens any one got any ideas?

i'm having a similar problem myself on occasions.

Right-click on desktop > Properties > Settings > Advanced > Troubleshoot.
Hardware acceleration on full?
Because CSS would not work for me if it wasn't on full.

I would verify your steam files , then perhaps quit steam, delete clientregistry.blob file (inside your steam directory), then restart steam to see if it solves.
