Everyone says that Linux is better than windoze because it less of a resource hog and so on.
My crappy old laptop has only 32mb of ram and fairly happily runs Windows 98 with it's essentially easy to use interface. However, if I want to install Linux on the laptop, I can't put anything on there that is usable as Windoze, what gives?

This isn't a stab at Linux, just can't work it out why I can't put something quicker than what is on there and still have the same user friendliness and usability.

Recent advances in the GUI add-ons require more power. Command-line linux however, should see your laptop fly, but that would be true of windows (although not server 2008's command-line mode I suspect). Bear in mind that the GUI of Ubuntu is 10 years more advanced than Windoze 98's and has been written in the main for contemporary hardware.

choose fwm or something simialar and it wil be fast, but like beef said mosts distro`s that are easy to use are aimed at modern hardware

I'm using Awesome at the mo and it runs pretty snazzily. Might need a bit of configuring, but it's just a window manager rather than a full fledged desktop environment so it should run lighter.
