Brings up 2 error messages, first when i could get into steam but couldnt access CSS, now i cant even access steam, brings up 2nd error message. Havent installed anything and tried multiple reboots.

Did you fix this?

Looks like a reboot should solve the problem, if not check the integrity of the steam files

reinstalled Steam

If you're still not sorted I'd have a look through the steam support pages, they're pretty well organised and you'll probably find the solution there, if not you can ask someone to help and they're pretty quick with their responses.

And you could always try deleting the blob file.
