I think its just an illusiuon because of the fast moving image. Try changing your monitors refresh rate.

if i look in the bottom corner of my screen, i can see the start menu jumping about!
its scaring me....

its not my eyes its the screen!
if i cover up all but the corner, it still wobbles....

it's a crap CRT or driver board 
stuff like that is a standard benchmark test on monitors, on a good one it should be totally stable as it flicks from black to white

got it....in 2000? from some dodgy company that sold my parnets a pretty duff PC running winME

nope, tried on the crt's in work, dosent wobble.are you running it in the dark as the switching between bright and dark will make the surround of your monitor appear to shift shitly due to shadowing
