checked your temperatures?

check the fan on your GPU

try downloading and running a programme called process explorer it will give you a better indication of what your processor is actually doing

then you might be able to find spyware,

make sure all your background apps are closed, Anti virus software especially

Have you done anything to your computer recently? Like any new installs of software or anything?

wow system restore normally for drastic measures

IF all you did was install Age of Empires...

could that suggest you are low on HDD space??

i.e. running low on virtual memory

Linux users don't get that problem so much do they because they have a SWAP file partition right 0.o?

you don't want to be memory paging, regardless of OS.

It's pretty rare for a paging file to change size in windows at all really.

now probly not this

but something that i noticed to me today
my processor had cool n quiet driver enabled in bios
which means that it can automatically overclock from 2.41ghz to 2.84 ghz

I noticed that my fps seemed to randomly drop during css sometimes, i now believe this is because the cpu was overclocking, it only ever used to last less than a minute, then it'd go back to normal though..

so... double check your clock speeds

run somert lime prime95 rather than cs
as to linux - most people know what there doing in the first place and instal the page/swap on a diff partition. most windozs user install everything on 1 partion regardless of the size of the hd
