They did a very comprehensive set of tests of stability and efficiancy. Its a bit old but the seasonic ones were very highly praised.
I will be getting one in my next upgrade cause I have a hoover at the moment, everything else is quiet

Ok... bought and installed said PSU, formatted and re-installed Windows (was long overdue), installed all the latest drivers... run the HL2:Lost Coast video stress test and.....
did the same bloody thing again!
Back to the drawing board...

ur pcie wire from the psu is in the card right?
my next guesses would be either
drivers
mobo power problem
graphics card problem
p.s. what mobo do you have?

It's got the power straight from the PSU into the card, double checked it.
It's an MSI K8N Neo4-F motherboard, and I'm using the latest NVidia drivers, the 91.47 version. Also the latest drivers off the MSI website for the board, and none of the crappy little utilities that MSI offer are installed as I've had nightmares with them in the past.
The graphics card is one of these:

it MAY be driver related, perhaps try Beta drivers, but if it was working fine before it probly isn't that
at a guess
if it isn't a driver issue, kinda sounds like a fault in either the power regulator on the graphics card or a power issue with the mobo

I have my suspicions about the drivers.... this only started to happen after I updated the drivers to the one's before the version I'm using now.. could be a coincidence..?

yer i think this could very well be driver related now you've said that, try either the BETA drivers, or going back to the old ones you were using
find a program called driver cleaner and remove all nvidia display drivers if you want to make sure there's no problems caused by installing different versions.
always uninstall in add/remove first don't install over the old drivers..

what exactly is this?
as i've never seen this before
i'm really gutted you're still having the same problems, despite buying a crackin psu
when you have reformatted, what drivers are you installing? (in order)
without going into my own bios (just to check) have you made any changes @ all? (bios update?)
mobo drivers updated?
i know i'm clutching at straws

That error's been posted about loads on t'internet, and there's also loads of suggestions about how to fix it.
Anyway, after fomatting this is what I did:
1. installed Windows XP Pro (including RAID / SATA drivers during set up)
2. installed mobo drivers (latest NF4 versions from the MSI site) and Anti Virus
3. installed video drivers (91.47 Nvidia)
4. installed audio drivers
5. did all the Windows Updates
6. re-installed all Steam games and tried HL2
7. PC blew up again!
Oh yeah, and I set my CPU back to it's stock speeds as it had been overclocked (running perfectly stable for 6 months mind you so I doubt that's a problem).
Going to try Mike's idea and roll back to previous drivers, I do remember changing them 2-3 weeks back which is when I started having the problems, I'm fairly sure it's NOT the PSU that's the problem now...
EDIT: that didn't work, I managed about 5-6 seconds of the Lost Coast and FEAR stress tests before the machine locked up...

bit concerned you had AV installed before graphic drivers
is the right power lead connected to the graphics?
is it seated properly?
i have to ask the obvious just to satisfy my curiousity also in the hope that something might click

Check the capacitors on your mobo - if any are domed or leaking you need to get it repaired / replaced. Manufacturer should fix it for free...
