once you send it back to a previous date, you can go foward again or is it disgarded?

want to see if reverting my system back a month or so fixes the issue i have with device manager and not being able to update nvidia drivers

Try Driver cleaner if you haven't already.
You can undo the system restore, at least that's what it tells you whilst you use it.

yer i tried driver cleaner..

might do a sys restore later see if it works
