back in the days of agp, there was a setting called agp or memory apperture (cant remember exactl)
and that set the about of sys mem your card could use.
i havent seen the equivlant in any pci-e board i have had (im on my 3rd or 4th atm)
so im guessing you cant. why would you want to do that tho? the card will only do it under extreme conditions (hard core gaming @ high textures) and it will only store info that it doesnt need regularly (bit like a page file for the gcard)
removing it or reducing it a long way will slow your system down much more that the slight reduction in ram.

My 8800 does the same thing in vista, seems to grab itself about 400MB of RAM.
I am completely unimpressed with Vista RAM management. Was looking at the resource monitor last night and the amount of paging going on was rediculous for processes that were in memory even though i had a gig free.

aaaaaah vista, thats the prob, even in desktop mode your card is working its tiny nuts off
i suppose if you turn of all that fancy vista stuff, it might be ok, but i doubt it
XP FTW
