Try deleting the shortcut then goto c:drive>program files>mozilla firefox then double clicking the ff icon. If it works then just right click the icon and 'send to desktop(as shortcut)'

I had something similar with either version 3.0.7 or 3.0.8.
Had to install an earlier version and disable the automatic update as every time it updated i got the same problem.
There is a 3.0.9 out but not tried yet :?

Re-installing FF is quicker than an IE update...
