Aye, we knew that'd be the case, modern thinking ie. who's going to pay for expansion packs when people can make their own for free? And if what they say is true, too complicated for Joe Bloggs to work with.

too complicated is a nonsensical reason to not provide modding tools. maybe not everyone, but enough people will always work out how it works. pure greed drives that decision unfortunately.
